Jaclyn has a great deal of experience in both the private sector and the public sector. She previously served as a District Court judge in Taiwan, after which she worked as IBM's Taiwan General Counsel.

She founded Lee, Tsai & Partners in 1998 and specializes in technology law, M&A and investment matters.

In 2013, Jaclyn was appointed as the Minister without Portfolio in the Executive Yuan (Cabinet) and became one of the few female ministers in the government. During her term, she was responsible for a number of inter-ministry affairs, such as the reformation of laws related to virtual world development, e-commerce, the sharing economy, digital convergence, the startup environment, open data, and the maker movement.

Jaclyn returned to the law firm in 2016. Since 2017, she has been a committee member of both the Taipei Smart City Committee and the Taipei International Affairs Committee. During her tenure as Chairman of the Taiwan FinTech Association (currently serving as Honorary Chairman), she has actively proposed suggestions to the government for regulatory relaxation to improve the financial environment, facilitating regulatory coordination and communication between FinTech operators and regulatory authorities. Additionally, she serves as the Chief Consultant for the Taiwan Virtual Asset Provider Association and as Chairwoman of the Asia FinTech Alliance (AFA). The AFA was officially established in 2023, with founding members from 10 FinTech associations, including those from Taiwan, South Korea, Japan, Singapore, Hong Kong, the Philippines, Indonesia, Malaysia, Thailand, and Mongolia, with Nepal and India joined later, bringing the total to 15 members.

Additionally, Jaclyn serves as the Honorary Chairwoman of the Taiwan Women on Boards Association (WOB.tw). She is dedicated to promoting the increase of female corporate leaders on boards. In 2018, she initiated and established the Taiwan Women on Boards Association and served as its Chairwoman for two terms (currently she currently holds the position of Honorary Chairwoman). During her tenure, she promoted research focused on female corporate leadership in Taiwan. The Association continues to publish the "Women Governance White Paper" and hosts an annual international forum titled “Hard Talk, Soft Power, Bold Future,” while actively engaging with international organizations. It has also established the "WOB Academy" to actively cultivate the next generation of female corporate leaders in Taiwan.
