Catalogue of Intellectual Property Rights Supported Major Industries (2018 Edition) (Mainland China)

To thoroughly establish the key strategic deployments in the “Opinions of the State Council on Building a Powerful Intellectual Property Nation under New Conditions” and “Made in China 2025”, fully utilize the support and protection functions of intellectual property rights, and promote the transformation, upgrade and innovative development of industries, the State Intellectual Property Office promulgated the Catalogue of Intellectual Property Rights Supported Major Industries (2018 Edition) ( the “Catalogue”) on January 17, 2018.  The Catalogue is highlighted below:

1. The Catalogue stipulates 10 major industries, which are broken down into 62 areas, and specifically names key industries for national development and those with a heavy reliance on intellectual property right support. This is beneficial to various sectors and regions in finding out the key leveraging points for supporting industrial development by intellectual property rights, how intellectual property resources can be efficiently deployed, as well as the transformation, upgrade and innovative development of industries.

2. The 10 major industries stipulated by the Catalogue are as follows: modern agriculture, new generation information technology, smart manufacturing, new materials, clean energy and environmental protection, modern transportation technology and equipment, advanced applied marine and space technology, advanced biological industry, the health industry, and the cultural industry.

3. Modern agriculture is divided into six areas, namely, biological breeding research and development, livestock and poultry aquaculture and grass-based animal husbandry, efficient smart farming machinery and equipment, agricultural production and processing, sustainable development and utilization of agricultural resources and smart agriculture. The next generation information technology industry is subdivided into nine areas, namely, micro- and nano- electronics and optoelectronics, integrated circuits, high-end general purpose chips, industrial software, next generation broadband mobile communications network, high performance computing, cloud computing and big data, artificial intelligence and Internet of Things. The smart manufacturing industry is subdivided nine areas, namely, smart green manufacturing, smart manufacturing equipment and advanced processes, optoelectronic manufacturing of key equipment, smart robotics, high-end CNC machine tools, additive manufacturing, laser manufacturing, industrial sensors and the Internet Plus manufacturing.  The new materials industry is subdivided into six areas, namely, advanced basic materials, advanced electronic materials, advanced structural materials, advanced functional materials, nano-materials and devices and materials genomes engineering.  The clean energy and eco-environmental protection industries are divided into nine areas, namely, safe, clean and efficient development and utilization of coal, renewable energy and hydrogen energy, advanced nuclear power equipment and nuclear energy, smart grid, green buildings, prevention and control of air pollution, soil pollution, water pollution, and the efficient recycling of resources.  The modern transportation technology and equipment industry is subdivided five areas, namely, new energy vehicles, rail transportation, high-tech vessels, air transportation equipment and integrated transportation and smart transportation.  The advanced applied marine and space application technology industries are subdivided into four areas, namely, marine resources development and utilization, space exploration, development and utilization, deep polar resources exploration and space infrastructure.  The advanced bio industry is subdivided into four areas, namely, state of the art generic biotechnology, green bio-manufacturing, utilization of biological resources and biological security.  The health industry is subdivided into five areas, namely, development of key new drugs, prevention and control of major diseases, precision medicine, high-end medical devices, modernization of traditional Chinese medicine and smart health.  The cultural industry is divided into five areas, namely, traditional cultural products, digital cultural content and products, digital cultural technology services, high-end cultural equipment manufacturing and cultural creation and design services.
