Amendments to the National Health Insurance Act (Taiwan)

The President promulgated Articles 6, 9, 95 and 104 of the National Health Insurance Act (hereinafter, the "Act") as amended via the President-Hua-Zhong-One-Yi-10600142271 Directive of November 29, 2017.  The Act as amended came into effect on the day of its promulgation.   These amendments are highlighted below:

  1. It is specifically stipulated that the National Health Insurance Dispute Review Committee shall make periodic public releases after concealing personal data.

    Article 6 of the Act as amended additionally stipulates that the National Health Insurance Dispute Review Committee shall make periodic public releases of the results of dispute review by publishing gazettes or via the Internet or other appropriate means after data about individuals, juristic persons or groups are de-identified by coding, concealing names or hiding part of the data or other means.



  1. Newborn infants of foreign nationals may participate in the National Health Insurance upon birth.

    Article 9, Subparagraph 1 of the Act before amendment provided that if foreign nationals who reside lawfully in Taiwan give birth to children, the newborn infants cannot participate in the National Health Insurance until six months later.  Therefore, Subparagraph 3 of the same article was added by these amendments stipulate that in addition to individuals who hold residency documents, have stayed in Taiwan for six months and are employed by specific employers, newborn infants born in Taiwan with residency documents shall also be included within the coverage scope of the National Health Insurance.
