Luke’s engineering background has proven to be invaluable when advising clients on construction and engineering related disputes, negotiation of technical legal documents, and intellectual property disputes.
He is known for extensive experience in handling the legal issue that arise over the entire duration of a public construction project including: providing legal advices to the contractors or owners on all issues regarding project planning, biding, contract negotiation, contract performance and disputes, and representing clients in complaints, mediation, litigation, domestic and overseas arbitration proceedings in relation to government procurement, and contract performance disputes.
Luke also advises the firm's domestic and foreign clients in participating many renewable energy, liquefied natural gas (“LNG”), waste management & reuse, mass transit and buildings projects. In additional, Luke also represented many well-known foreign and domestic corporations in patent and intellectual property disputes.
- Advising well-known publicly listed companies and leading technology companies on general legal affairs and contract drafting
- Representing a well-known sporting goods company in a patent litigation
- Representing a well-known technology company in patent litigation regarding e-Tags
- Advising a well-known multinational dredging firm on their bidding preparation for Kaohsiung Harbor - Intercontinental Container Terminal - Reclamation tender
- Representing a well-known technology company in handlinggovernment procurement complaints and meditations with the Ministry of Defense
- Representing the Taipei Municipal Government in the arbitration in relation to the Mehas Joint Development Projects
- Advising clients in multiple mass rapid transit projects (including the Taipei MRT, the Sanying Line Rapid Transit, the Taoyuan Green Line MRT among others) on the bidding process, filing protests and complaints, contract performance and dispute resolution matters
- Advised a well-known French environmental protection company regarding bidding, contract performance and dispute resolution matters in its participation in a waste management and incinerator plant public-private partnership project
- Provided legal advice to a well-known US oil and natural gas engineering firm regarding the construction of LNG storage tanks, a LNG terminal, fuel gas generation equipment, pipeline work and other government procurement related matters. Provided legal advice to a well-known multinational dredging firm regarding government procurement related matters
- Represented a well-known domestic engineering firm in multiple complaint, mediation, litigation, domestic and overseas arbitration proceedings in relation to government procurement and contract performance disputes
